A September 2000 plan drawn up by Wolfowitz, Rumsfeld and Cheney calls for global US military domination, using nukes if necessary.  A "catalyzing event like a new Pearl Harbor" would help speed the process of conquest and profiteering.  Their blueprint for bloodshed identified Iraq, Iran and North Korea "as primary short-term targets."  All they needed was a pretext.
